Mill Conversions, Condos and Why Warrantability Decides Your Lender
The redevelopment of the Pepperell and Lincoln mill complexes added a large stock of loft and condominium units to a city otherwise built on older single- and multi-family houses. Those units are attractive and they are also the single most common reason a Biddeford financing deal goes sideways.
Conventional financing requires the condominium project to qualify, not just you. Agency rules look at owner-occupancy ratios, the reserve fund, pending litigation, commercial square footage, and how much of the project a single entity owns. Converted mill buildings frequently fail one of those tests - often the commercial-space or single-owner concentration rules. A project that fails is non-warrantable, and agency financing is simply unavailable on it.
That is not the end of the deal. It means you need a lender with a portfolio product that holds the loan rather than selling it to Fannie or Freddie. Those lenders exist, the terms are workable, and as a broker we know which ones will look at which projects. But you want to know which category your building falls into before the appraisal fee is spent.
York County is a high-cost FHA area
FHA limit, York County: $615,250 for a single-family home - York is one of only three Maine counties treated as high-cost, alongside Cumberland and Sagadahoc. The rest of the state sits at the $541,287 floor.
Conforming limit: $832,750. At Biddeford prices, most purchases stay conforming; the coastal York County towns are where jumbo starts appearing.
Buying a 2-4 unit in Biddeford
Biddeford has substantial multi-family inventory outside the mill district. If you occupy one unit, FHA financing on a 2-4 unit property is available at a low down payment, and a portion of the rent from the other units can count toward qualifying. FHA limits are higher for multi-unit properties than for single-family, which gives you more room than the $615,250 figure suggests.

Other programs that apply in Biddeford
VA loans - no down payment and no monthly mortgage insurance for eligible veterans, active-duty service members and some surviving spouses. There is no VA loan limit for a borrower with full entitlement.
FHA - lower down payment and more forgiving credit standards. The York County limit is $615,250 for a single-family home in 2026, one of Maine's three high-cost counties.
Maine Homestead Exemption - not a loan program, but once you own and occupy a Maine home it removes up to $25,000 from your assessed value for property tax purposes. You must have owned a Maine home for the twelve months before applying, and you file with your municipality by April 1. It is not automatic.
What Actually Happens, Step by Step
Most people have only a vague picture of the process between "I want to buy" and "I have keys". Here is the real sequence, with the parts that trip people up.
1. Pre-approval, not pre-qualification
A pre-qualification is an opinion based on what you tell us. A pre-approval means we have pulled credit, reviewed income and asset documentation, and run the file through automated underwriting. Sellers and their agents know the difference, and in a competitive situation the offer backed by a real pre-approval wins. Expect to provide pay stubs, two years of W-2s or tax returns, two months of bank statements, and photo ID.
2. Rate lock
Once you are under contract you can lock your rate for a set period. Locking protects you if rates rise and costs you if they fall. We will tell you what the lock periods and costs are rather than leaving it as a guess.
3. Appraisal and inspection - two different things
The appraisal is for the lender: it establishes that the property is worth what you are borrowing against. The inspection is for you: it tells you what is wrong with the house. They are separate, they cost separately, and you want both. On FHA and VA files the appraiser also checks minimum property standards, so condition issues can become conditions of the loan.
4. Underwriting and conditions
Underwriting almost always returns a list of conditions - a letter explaining a deposit, an updated statement, proof an old debt was paid. This is normal, not a warning sign. Answering conditions the same day is the single biggest thing you control in how fast you close.
5. Closing costs, including the Maine transfer tax
Maine charges a real estate transfer tax of $2.20 per $500 of value, or fraction of $500, split evenly - half the seller, half the buyer. For transfers on or after 1 November 2025, an additional $3.80 per $500 applies to the portion of value above $1,000,000. On top of that expect title work, recording fees, the appraisal, and prepaid property taxes and homeowners insurance. You receive a Loan Estimate early and a Closing Disclosure three business days before closing - read both, and ask us about anything that moved.
6. Closing
In Maine, closings are typically handled by a closing agent or attorney. You sign, funds are disbursed, and the deed and mortgage are recorded at the county registry. Thirty to forty-five days from contract to keys is normal for a clean conventional file.
